Personally I use another plugin for my products options fields, the PPOM for WooCommerce plugin : it calculates the price and it's free. Do you know it?

I am working on my E-commerce store and I serve in 3 different cities in which we deliver on our own. Besides that, there are certain products that we sell to the whole country.
NOw the thing is
City A has certain products that are available to specifically city A and the same for city B & C.
How can I add a condition to my product so that when a person reaches city A he sees options for city A and nationwide? and similar for cities B & C.
It's been weeks I have been looking for plugins that can help but can't find any. If you have a paid or free plug-in that solves the issue please help me out.
