This plugin will add a new content field to your Woocommerce product categories that will be shown right after your list of products.

One minor issue. I'm adding the <h1> and <br> tags but none of the html tags work.
Hello, it strips out all the html.
bottom conent will fill up the remaining product area which is not good
good, but formatting is all deleted when saving the content
